The first details about this initiative were made public last autumn by the Minister of Environment, Tanczos Barna. He stated several times that the Romanian state should financially support the handover for the purpose of scrapping cars older than 15 years. In exchange for those amounts, the beneficiaries will no longer register or purchase cars as old. Ideally, they will use the money to buy new, less polluting cars.

“In the PNRR (National Recovery and Resilience Plan, no.), Romania has committed itself to reducing the number of cars older than 15 years.
