Putin’s party introduces a law to exclude Russians abroad who do not maintain cultural identity

United Russia, the party of Russian President Vladimir Putin, presented this Monday a legislative proposal before the State Duma, the Lower House of Parliament, to consider as “compatriots” only those Russians abroad who maintain “the identity culture” and language.

The project has been presented by the deputy of United Russia Konstantin Zatulin, who is also the first deputy chairman of the State Duma committee that deals with policies and issues related to Russian citizens abroad, reports the Interfax news agency.

As the proposal points out, proficiency in Russian as a language is “a necessary condition for fulfilling the constitutional requirement that the state guarantee the cultural identity of all Russia to compatriots living abroad.”

Therefore, “if the state takes care of those who, while living abroad, preserve the cultural identity of the whole of Russia”, and one of its peculiarities “is the knowledge of the Russian language common to all”, the concept of “compatriot ” should be included in your Russian status.

United Russia’s proposal comes at a time when the Moscow authorities denounce an increase in “Russophobia” throughout the world after the strong economic sanctions launched by the international community and the departure of important foreign companies from the country, such as consequence of the invasion of Ukraine, which is now a month old.
